But we speak the wisdom of God in a mystery, [even] the hidden [wisdom], which God ordained before the world unto our glory:

Note 2 at 1 Cor. 2:7: God's wisdom is not hidden from His children but for His children.

In a sense, God has communicated His wisdom in code so that no one can perceive it except those to whom the Holy Spirit reveals it. The Holy Spirit offers God's wisdom to every person starting with the revelation of their need for Christ as their Savior. If they receive that truth by putting their faith in Jesus, then they receive the mind of Christ in their heart (v. 16). They also receive as much revelation of the things of God as they will believe and receive. If a person rejects the revelation the Holy Spirit seeks to give, then God's wisdom remains a mystery. That person is denied access.

This safeguards the awesome power of God. Paul said that Christ was the wisdom and the power of God (1 Cor. 1:24). If a person could tap into God's wisdom in some carnal way, then he could use the power of God for his own selfish purposes. That will never happen because God's wisdom is hidden in Christ, with the Holy Spirit being the only one who can grant entrance (see note 3 at v. 14, p. 869).

Note 3 at 1 Cor. 2:7: There are thirteen different Greek words that were translated "ordained" in the New Testament. The Greek word that Paul used here is only used one other time in scripture (Lk. 21:14). This Greek word "promeletao" literally means "to meditate before" and it was translated that way in Luke 21:14, "Settle it therefore in your hearts, not to meditate before what ye shall answer."

Therefore, Paul is referring to the wisdom of God's plan of salvation as being already thought out before the world was ever created. This is hard for finite man to understand. We just have to take scriptures like this and believe them, and marvel at the infinite wisdom of God.
