But let a man examine himself, and so let him eat of [that] bread, and drink of [that] cup.
Note 9 at 1 Cor. 11:28: Every person partaking of the Lord's Supper is to examine himself. No one else has the authority to do that. The responsibility rests on the individual. A minister has the responsibility to make the importance of Communion known as Paul is doing here, but the individual is to examine himself as to whether or not he is truly born again (see note 7 at v. 27).
