But let a man examine himself, and so let him eat of [that] bread, and drink of [that] cup.

Note 9 at 1Co 11:28: All those partaking of the Lord's Supper are to examine themselves. No one else has the authority to do that. The responsibility rests on the individuals. Ministers have the responsibility to make the importance of communion known, as Paul was doing here, but the individuals are to examine themselves as to whether or not they are truly born again (see note 7 at 1Co 11:27).
