Knowing this, that the law is not made for a righteous man, but for the lawless and disobedient, for the ungodly and for sinners, for unholy and profane, for murderers of fathers and murderers of mothers, for manslayers,

Note 17 at 1 Tim. 1:9: Most people think a righteous person is a good person who is living the best he can. That doesn't mean he's perfect, but he is basically good. That is not God's opinion. The Bible says, "...there is none righteous, no not one" (Rom. 3:10). Romans 3:23 says, "for all have sinned and come short of the glory of God".

The only truly righteous person is one who has put their faith in Christ and has received the gift of righteousness (see notes 1-3 at Rom. 5:15, p. 774; and note 7 at Rom. 5:19, p. 774). This is true of every born again believer (see note 19 at 2 Cor. 5:21, p. 1007). Therefore, the law is not for true believers (see note 3 at Rom. 3:19, p. 757).

Note 18 at 1 Tim. 1:9: The "lawless and disobedient" is referencing those who don't respect anyone's authority. They are rebels. The NIV translates this as "lawbreakers and rebels".

Note 19 at 1 Tim. 1:9: The word "ungodly" is specifying more than just those who are not like God. The Greek word ASEBES means, "impious, ungodly, without reverence for God, not merely irreligious, but acting in contravention (i.e. to come against) God's demands (W.E. Vine). This is describing those who are God haters.

Note 20 at 1 Tim. 1:9: The word "profane" is defined as "showing contempt or irreverence for what is sacred; blasphemous". This is not just a person who sins, but a person who delights in doing so (NAHD).

Note 21 at 1 Tim. 1:9: "Murderers of fathers and murderers of mothers" are people who are guilty of breaking the sixth commandment about murder and the fifth commandment about honoring father and mother (Ex. 20:12; 21:15,17).
