Then Peter, filled with the Holy Ghost, said unto them, Ye rulers of the people, and elders of Israel,

Note 4 at Acts 4:8: Peter had denied Jesus in front of a servant girl just a few weeks before (Mk. 14:66-68; Lk. 22:56-57). Now he fearlessly proclaims the Lord Jesus in front of the high priest and the council. The difference was being filled with the Holy Ghost which Jesus said would empower them to be witnesses (Acts 1:8).
