Note 3 at Acts 8:16: This is one of the clearest examples in the book of Acts that the born-again experience and the receiving of the Holy Ghost are two separate experiences (see note 6 at Acts 2:4, p. 576). These people were already believers or else Philip would not have baptized them (vv. 36-37), and yet they had not received the power of the Holy Ghost.
