Not to all the people, but unto witnesses chosen before of God, [even] to us, who did eat and drink with him after he rose from the dead.

Note 4 at Acts 10:41: There is no record in scripture of Jesus appearing to any unbeliever after His resurrection (cp with note 1 at Mk. 16:9, p. 547). He could have made Pilate or Herod bow the knee, but He couldn't or wouldn't make them believe (see note 8 at Lk. 16:31, p. 361). That is not His way (Heb. 11:6). Faith has to be voluntary.
