Then Paul and Barnabas waxed bold, and said, It was necessary that the word of God should first have been spoken to you: but seeing ye put it from you, and judge yourselves unworthy of everlasting life, lo, we turn to the Gentiles.

Note 1 at Acts 13:46: This verse makes it clear that these people passed sentence on themselves. It wasn't God's will for them to perish (2 Pet. 3:9), but God only provided one way of salvation (Jn. 14:6). No one will ever be able to stand before God and point the finger at Him and accuse Him of being unfair. Those who reject God's Word send themselves to hell.
