When therefore Paul and Barnabas had no small dissension and disputation with them, they determined that Paul and Barnabas, and certain other of them, should go up to Jerusalem unto the apostles and elders about this question.
Note 3 at Acts 15:2: At this time the church was still in unity and had a central governing body in Jerusalem that all the believers were submitted to. Therefore, Paul and Barnabas went to them to argue their case for salvation by grace through faith and trusted that through them the Lord would resolve the matter. It was resolved temporarily (Acts 15:19-21) but Paul had to continued to fight for this doctrine of grace through out his ministry.
