It seemed good unto us, being assembled with one accord, to send chosen men unto you with our beloved Barnabas and Paul,

Note 2 at Ac 15:25: No mention is made in these scriptures that they heard from God directly. Rather, they made a decision based on what seemed good to them after debating the Scriptures. Luke wrote his Gospel based on the same leading (Lu 1:3). For those who are seeking God with their whole hearts, doing what seems good is a valid method of following God (Ps 37:4).
