And they that were with me saw indeed the light, and were afraid; but they heard not the voice of him that spake to me.

Note 6 at Ac 22:9: According to Ac 22:7, these men did hear the voice of God. Paul's statement here must mean that they didn't discern that what they heard was the voice of God. Just as in Joh 12:29, some people heard a voice, while others thought it was thunder (see note 6 at Joh 12:28).
