Whom I perceived to be accused of questions of their law, but to have nothing laid to his charge worthy of death or of bonds.

Note 4 at Acts 23:29: Claudius Lysias here admits that there was no reason to imprison Paul. He could have let him go. It is possible that he kept Paul in custody for Paul's protection.
