And herein do I exercise myself, to have always a conscience void of offence toward God, and [toward] men.

Note 4 at Acts 24:16: A clear conscience is not something that happens naturally. Paul had to exercise himself to have a clear conscience. That implies not only effort, but effort in a disciplined fashion, over a period of time (see note 1 at Acts 23:1, p. ???).
