Note 2 at Lu 2:5: God used an ungodly ruler to draw Joseph and Mary to Bethlehem and fulfill the prophecy of Mic 5:2 (Pr 21:1). Another example of God using an ungodly ruler without the ruler's knowledge is Joh 11:49-52.
