Note 2 at Lk. 2:5: God used an ungodly ruler to draw Joseph and Mary to Bethlehem and fulfill the prophecy of Micah 5:2 (Prov. 21:1). Another example of God using an ungodly ruler without the ruler's knowledge is John 11:49-52.
