If ye then, being evil, know how to give good gifts unto your children: how much more shall [your] heavenly Father give the Holy Spirit to them that ask him?

Note 5 at Lu 11:13: The Holy Spirit is a gift (Ac 2:38). You cannot be good enough to earn the gift of the Holy Spirit, but you do have to ask (this verse). This is speaking of the baptism of the Holy Spirit, which is subsequent to the born-again experience.
