And he said unto him, If they hear not Moses and the prophets, neither will they be persuaded, though one rose from the dead.

Note 8 at Lu 16:31: The greatest witness that anyone could ever receive is the witness from God's Word. The Gospel is the "power of God unto salvation" (Ro 1:16). People are born again by the Word of God (1Pe 1:23, see note 1 at Mt 9:38). Faith for salvation comes from hearing God's Word (Ro 10:17). Miracles get people's attention, but they don't produce salvation. If they did, everyone who witnessed the miracles that Jesus performed and His resurrection would have repented.
