And when Herod saw Jesus, he was exceeding glad: for he was desirous to see him of a long [season], because he had heard many things of him; and he hoped to have seen some miracle done by him.
Note 1 at Lk. 23:8: There were five Herods mentioned in the Bible (see ref. a at this verse). This Herod that Jesus was brought before was Herod Antipas. This is the same man who imprisoned John the Baptist and eventually beheaded him. As mentioned in note 1 at Luke 9:7, page 171, when Herod Antipas heard reports of Jesus' ministry, he was convinced that Jesus was John the Baptist, risen from the dead.
Remembering these things gives a little more explanation as to why Herod had been desirous to see Jesus for a long time and it makes his sin of mocking Jesus (v. 11) even worse.
Note 2 at Lk. 23:8: Herod desired to see some miracle done by Jesus and, no doubt, some of his questioning with Jesus made this desire known (v. 9). However, Jesus did not use His faith to do any miracles for Herod. Miracles are God's way of meeting the needs of those who seek Him in faith. Miracles will sometimes be used to demonstrate God's ability so that people may believe (Mk. 2:10-11), but they will not happen to skeptics who are tempting God (Lk. 4:9-12).
