Note 13 at Rom. 9:24: Paul had started explaining in verse six that there was a true people of God, not based on nationality, but on faith in God. He now gives four quotes from two Old Testaments prophets to show that this is not a new concept, but it had been prophesied hundreds of years before (see ref. a at v. 30).
